ORA-29701: Unable to connect to Cluster Manager

Problem while starting oracle ASM
% ORACLE_SID=+ASM; export ORACLE_SID
% sqlplus /nolog

SQL*Plus: Release 11.1.0.6.0 - Production on Thu Apr 15 07:25:47 2010

Copyright (c) 1982, 2007, Oracle.  All rights reserved.

SQL> conn / as sysdba
Connected to an idle instance.
SQL> startup
ORA-29701: unable to connect to Cluster Manager
My problem is solved executing followings from root.
% $ORACLE_HOME/bin/localconfig delete
% $ORACLE_HOME/bin/localconfig add
